Can you Lift a pallet with a crane?

You are required to have a structural lifter under the pallet by OSHA 1926.251. Standard Letters of Interpretation cite ASME B30.20 inspection criteria. A pallet is not designed for torsion or shear and provides no rating even on rated slings.

Can you lift pallets with slings?
